do you mean maximum instead of limit? i think the point is clear either way but whatever... anyways the amendment is why bush can't serve another term, why people were so happy that there was no way he could serve again. you don't have to read a history book to know that.
the amendment was ratified sometime in the 1950s i think so FDR wouldn't have had to adhere to it. he only served three terms, he died early in what should have been his fourth and was succeeded by Harry Truman.

but well maybe the Amendment came later

he served two full terms, 8 years. he couldn't have run again anyway. the 22nd amendment put a two year limit on presidential terms.
