wiirulez89 is almost right. sugar blue is using his tongue to block around 3 holes. but he is not blowing/drawing two main holes, just one. for example, let's say you wanna make a richer sound than just one hole can produce. you block 3 holes before the one you want and keep releasing and blocking them, keeping just the one you want free. that will be the main note. =]

I'm not really a harp expert but I think he's octave tongue blocking. For example, he would block 3,4,5 with his tongue and blow/draw into 2 and 6.
