Because the "f" from "off" carries through into the sound of the name "Annie" and it kind of sounds like "Fannie" the name of a company in which the federal government of the United States recently "took a load off" by bailing them out of a big debt. You are insulting humanity by saying that a play on words doesn't have anything to do with the original. That's why it is a pun.
